The current Form Block approach #
The Form Block experiment is a major achievement. It provides an opportunity to bring forms directly within WordPress core. Importantly it does this by adding form capabilities for all WordPress users directly within the Gutenberg/Block Editor. It provides this pathway as an alternative to using one of the many existing WordPress form plugins.
The initial Pull Request does this using the existing capabilities of the Gutenberg/Block Editor. This is the logical place to start development work on this experiment.
But with the current capabilities being focused on creating and editing content for pages & posts, they do not probably give a process that is ideal for creating and editing typical forms.
The current experiment adapts the existing capabilities of the Gutenberg/Block Editor to creating and editing typical forms.

I think it’s worthwhile to experiment with what the Form Block UI could like it if was based only on these existing capabilities.
Instead I suggest we look also at what existing form plugins have discovered to be a popular UI for WordPress when making forms & examine how someting similar to that UI can be added to the Gutenberg/Block Editor.
Then, after that, we can look at what extra capabilities would need to be added to achieve that.

The current capabilities of the Gutenberg/Block Editor were not designed with WordPress users creating and editing typical forms in mind. The initial focus was on creating and editing content for pages & posts.
This has been later extending to editing the full WordPress site via the Full Site Editor. This second stage involved adding substantially to the capabilities of the Gutenberg/Block Editor.
While adding forms to WordPress core is a much smaller change than adding Full Site Editing, it is likely a substantially different process to editing content for pages & posts. As such, the experiment will like benefit from looking more wholistically at how a form could be created and edited within the Gutenberg/Block Editor
Luckily the Form Block is just another block#
